  2. Workshop on Cross-border security

Programme 3: Develop an Action Plan for the implementation of the SSGR Concept in West Africa

Outcome:

Informed and coordinated support to parliaments in Member States

Activity:

  1. Hiring of a Team of Consultants to develop the SSG/R Plan of Action
  2. Consultative Meeting of stakeholders on the draft Plan of Action for the SSGR regional concept implementation
  3. ECOWAS Commission Internal Meeting to review the draft Plan of Action for the SSG/R Concept
  4. Meeting of the Inter-governmental experts on the SSG/R Draft Plan of Action

Programme 4: Awareness programme on G/RSS

Outcome:

Awareness-creation and cross-border cooperation among security agencies and Community citizens is attained

Activity:

  1. Forum and Bi-annual Civil Society Colloquium on SSG/R in West Africa
  2. Workshop on issues of cross-border security

Programme 5: Harmonization of national legislations of the member states on security governance

Outcome:

Member States’ national legislations on SSG/R are harmonized

Activity:

  1. Consultancy to review political and legal instruments in force in ECOWAS member states for the monitoring and overseeing of the security sector
  2. Consultative Meeting of independent experts on the harmonization of Member States’ national legislations on Security Sector Governance
  3. Meeting at the level of the ECOWAS Commission for appropriation of the draft harmonization of member state’s national legislation on Security Sector Governance
  4. Meeting of governmental experts on the draft harmonization of Member States’ national legislations on SSG
  5. Inter-Ministerial Meeting for validation of the political and legal instrument of security sector governance in ECOWAS Member States

Programme 6: Awareness programme on SSR/G

Outcome:

Civil-Military Relations is enhanced across the region

Activity:

  1. Civil Society Forum on the Security Sector Governance in West Africa
  2. Pilot Survey on the Status of Security Sector Reform/Governance in Member States (Post-Conflict Countries)

Programme 7: Development of a regional regulatory framework on non-statutory armed groups

Outcome:

Non-statutory armed groups are coordinated and effectively regulated in Member States.

 

Activity:

  1. Conduct Study on non-statutory armed groups in security sector governance in West Africa, to develop the regional regulatory framework (sanctions regime)
  2. Convene Independent Experts’ Meeting to review Study on non-statutory armed groups in the security sector governance in West Africa
  3. Convene ECOWAS Commission Meeting of internalization of Study on non-statutory armed groups in security sector governance in West Africa
  4. Convene Meeting of governmental experts to review Study
